This sounds like a decision that was made at they venue level, not on the Psy level.
If it wasn't, they also didn't have kids back then. Plus they were young and psychologically people are more likely to take risks and feel invincible then.

The whole city is shut down. This decision was made for people’s safety. The city is asking everyone stay off all roads. If you get stuck somewhere they will not come help till morning

This is specifically why, in case anyone was wondering. There's people who have been stranded in their cars since 5pm, and the roads are not opening until 6am tomorrow. This is probably going to kill people because sitting in your car with it running to stay warm for many hours can asphyxiate you due to carbon monoxide even if the car is outside. And sitting there without it running gives you a heightened risk for hypothermia, and the cops / paramedics can't get to people.
It's a little different scenario than when they drove through snow to perform in the early 90s.
