Human intellect is evolving / changing. I am not sure about consciousness. Consciousness is a singularity outside the realm of evolutionary changes. Intellect, though, is utilized by consciousness and that use can evolve. Sometimes changes lead to evolutionary dead-ends. Evolution is not progressive, egressive, congressive, or digressive. The changes have no direction. The Darwinian principles shape evolution by removing the particular changes that do not lead to further propagation of those changes. Without propagation, either genetically or memetically, the changes will be removed due to the temporal nature of life.
Consciousness does not evolve since it is a singleton principle or maybe even a boolean principle. The intellect that consciousness uses is open to evolution – genetically in terms of physical brain construction, or memetically in terms of thought forms and processes. To participate in evolution, it must be subject to propagation otherwise it remains a mere anomaly that will be lost temporally unless a similar change occurs again that manages propagation.

A lot of people don’t realize how random evolution is. They are random mutations and what ever helps you survive, or at the very least doesn’t limit your chances of survival, ends up becoming a part of the gene pool.
