Quit arguing what the fuck the specifics are…cuz they are irrelevant.
Try saying that in court and you will be laughed out of it by the judge and have your case dismissed, dummy.
It’s all about how cops use things to bend(break) the rules to justify their actions
If you're finally admitting the cops abused Juggalos' constitutional rights, but they had no justification to do it because they never had sanction in the 2011 NGIC report since no final agency directive was in fact recommended, YOU JUST LET THE FBI OFF THE HOOK and focused the blame where it should be. THE COPS WHO ABUSED, MISINTERPRETED AND ADDED THINGS INTO THE REPORT THAT WEREN'T THERE. In other words, specifics DO count.
He will then stop me and try to ID me… I will ask if I’m being detained and he will likely say yes. When I ask for what, he will ask for my ID in a rude and angry way again. At that point if I refuse to provide my ID, he will then throw me up against his car and illegally search me and violate my rights

During the search he finds weed crumbs in my pocket and then charges me with possession. After talking with his captain and/or other officers, they justify violating my rights by saying I’m suspicious cuz I’m apart of a hybrid gang. Lucky me gets a misdemeanor on my record, a days loss of pay for going to court instead of work, and 243 dollars in fines.

When you get your day in court in your countersuit, you point out that the FBI report says that traditionally Juggalos are music fans and are only a gang in four states. In other words, this means the majority of Juggalos are law abiding non gang related people. You point out that he did not fully explain why he was detaining you. The cop will claim he told you (clothes, tattoos, etc), but by this point you have already issued a subpoena for body cam footage to prove if the cop was lying about that not. You then also point out that according to the laws in your state, in order to qualify as a member of either a hybrid, neighborhood or national gang, you have to be engaged in gang activity. Clothes and logos aren't enough. Especially since the report said that traditionally, Juggalos are only music fans and not gang bangers. Of course the cop will say the clothes are enough to arouse suspicion. "Not according to the state we're in and not according to the quotation in the Endnotes section of the NGIC 2011 report. You don't get to make up your own rules and interpretations. There is no final directive agency action given by the FBI." The judge will then agree with you and throw the case out if he/she is honest and on their oath to uphold the constitution.
By the way, if you had weed on you and possession is illegal, what the fuck are you doing breaking the law? You can't break the law and then claim you are being oppressed as a Juggalo when you are caught. You can if they didn't follow the law when arresting you and detaining you, which permits you to get off on a technicality. That being said, personal responsibility is important. I don't know why Juggalos have to have this explained to them like children.
You can't blame the FBI if the cops misread a report or don't understand it. You and other Juggalos need to prove or show where this 2011 NGIC report caused all Juggalos to be able to have their constitutional rights violated and judges sat back and let it happen when Juggalos launched counter suits to overturn arrests and charges that resulted from an illegal and harassing search. As Monoxide said on brunch n bake last year, find one Juggalo who can show paperwork of any kind.

How many Juggalos can actually prove with paperwork such as arrest records, tickets, court papers, etc that the horrible picture that SPOOKYtheFUNGI painted actually happened to them? How many Juggalos can actually prove they lost their kids either to a new foster home or in a divorce case because they were a Juggalo and the judge let it happen?

Prove? not really. But @krunkazphuk had her sterling silver hatchetman charm confiscated by a police officer for being a "gang symbol". It was never returned because it was never documented by the officer. This is nowhere near the level you are talking about but it does fall into an example of an occurrence that is distantly reminiscent of it.

I lived in backwater Texas when the incident (which was dropped by the police after brief questioning) happened, & now live in Houston. It happened in May or June, 2013. I attempted to call the officer at work during his shift, but was told he wasn't there. I let the incident go, & moved my nuclear family away from the family member who stirred the gang member story. I've researched the gang stuff in detail & have chosen to accept that some gangs call themselves Juggalos. I consider what the FBI did with profiling the word "Juggalo" to be a form of Martial Law, but I'm not taking it personally. Karma's a bitch.

I think you're (intentionally) misunderstanding what I said.
The NGIC report doesn't say "Keep kids away from juggalo parents during a divorce"
BUT
that doesn't mean that parents fighting over custody can't use a gang classification to JUSTIFY wanting single parent custody.
LAW is an argument based practice and the better argument wins. Usually it requires precedent and a savvy legal mind. A spiteful parent could EASILY argue that their spouse is in a gang (based on government documentation -- precedence) and win a legal battle even if the documents cited don't specifically prescribe the action sought in court.
